Which way and how much of a barrell adjustment is needed to remedy the rear shifting to a larger cassette being sluggish/delayed?

Counterclockwise turn of the barrel, assuming you are looking at it from the end where the cable housing enters. This is true for both the barrel on your downtube and the one on your derailleur. Try it 1/4 turn at a time, testing the shifting after each adjustment. The downtube barrel can be adjusted while riding, which is quite handy.

If you were riding Campagnolo, you wouldn't have a problem with sluggish shifting! ;D

Maybe, but then I would always have those annoying thumb shifters.
