So after riding tonight I noticed the "scuff" in my tire has gotten worse. Some kind of red is showing through now. Here's a picture, sorry about the crappy quality, just look real close! So, new tires? I should replace both at the same time right?

You definitely need to replace the rear. Anytime you have a hole, scuff, tear, etc. in the rubber, it is time to replace it. You don't have to replace both at the same time. For a road bike, I tend to get about triple the mileage on my front tire than on the rear, barring any cuts or punctures. This is due to the rear tire supporting most of the rider's weight. Some people believe in the rotation of the tires, but I don't. The front will stay pretty crowned/rounded during its life, but the rear will tend to flatten its arc as it wears down. Once you start seeing any threading or the like through the tire outer layer it is time for a new one. My two cents.

If you only have one spot like that on a tire that's in otherwise good condition, it's probably from skidding. If most of the tire looks that way, then you've just plain worn it out from mileage. Regardless, everything Dual Geek said is true and the tire needs to be replaced.
