If they dont want bikes, they will post a sign on the gate that says no bikes. There used to be one up toward craggy last year when they had the road problems. I also believe a small stretch is closed to bikes right now going toward pisgah from asheville. There's currently a "no bikes" sign en route up to Craggy. It was promptly ignored by the bikers that passed us as we strolled... to which I agree, since the riding would've been fantastic that day last week we were there. Not sure what the reasoning was behind the sign... the road was 100% clear where we were.

I have been tempted to ignore the signs and ride on as well, but... They will fine you if you are caught. and more importantly it looks bad for the cycling community. The parkway is a gift for cyclists and should be treated with respect in terms of obeying parkway rules.

Yep. I hear ya. All the times I went down in the last 20 yrs I ran into a ranger 3 times actually closing the gate as I rolled up. All three times I said is it ok to ride and they said yeah, have a nice ride.so I rode. Just assumed it was ok or equivalent to Jaywalking or something of that sort. Never really investigated it either. There is definately nothing like the parkway with no cars at all. It's kind of eery in a way.
